I wonder what that thing is in the hooded man's hand?  There is similar device in the background - very odd.  I sense it is not a WAR memorial....

I must own up it was me about four years ago and when it's guessed I will put it in its setting-very attractive.
Like all these things if you have come across it it sticks in the memory.

I was trying to suggest to Geoff he did Where in the World 9 but he talked me into doing this one yesterday at the Monday U3A walk.
These headmasters could sell sand to the Arabs!!!-only joking Geoff  ;) I just hope this one lasts longer than a day. :-X

Intriguing, I too was bothered by the strange  object.  So far Google has not helped with either war memorials or mining disasters.  I  don't think the figure in the hood is Florence Nightingale.  "Frankly Watson, I'm baffled!"

I'm lingering on a mining tragedy - but long time back.  Could they be lamps I wonder?

Is there a "special" prize, eg to set two picture problems, if the Where in the World lasts for longer than 24hrs ?? ???

Can we assume the figures are full size, or slightly larger?  Holly bush top right?  Is there holly in Poland? (those figures look decidedly Polish!). Put us out of our misery Colin give us a clue!

Figure are more or less life size perhaps a little smaller.
No Polish influence or context that I know of.

Clue No1 There is a lot of work taking place close to where this memorial is at the moment.

Aha!  are we thinking London and the work going on is near the Olympic Stadium Site?
